Salaried approvers can approve out of turn

When attempting to approve a salaried timecard for approvals, as a supervisor I can approve outside of my step order which causes the approval to not turn green.

As a workaround, you can invalidate the timecard by adding an entry and deleting the entry and re-starting the approval process once again in order.
