The Delinquent Letter Export file shows bills with zero-dollar balances

The Delinquent Letter Export uses an Effective Date when exporting bills and associated values. If a bill is not yet due, and the Effective Date is set to a date when the bill would later become due on, that bill will be included in the export but will show a zero balance in the file.
