We have an archive environment where the data needs to stay at a specific moment in time on a retired version of software and were told by Tyler it needs to be upgraded.

Tyler Technologies does not support retired versions of its software.
Inform the Deployment Project Manager you are working with and your Account Representative which option you would like to proceed with:
Migrate the archive database to our Archive Server. You will only be able to connect to the data via an ODBC/Reporting Connection. There will not be the traditional login experience.
Upgrade a copy of the archive database as an extra environment that will continue to have the traditional login experience as well as the ability to install fixes and updates in the future from Tyler Deploy.
