Error adding employee into payroll

I am receiving the following error when adding an employee into payroll:

Location/Group BU restrictions exist which prevent adding this employee

• Payroll
• Earnings and Deductions
• Generate Earnings and Deductions

Location and Group/BU restrictions were defined on the generate screen which did not include the employee's Group/BU and Location codes.

Employee Group fields were blank to blank instead of blank to ZZZZ

1. Access Generate Earnings and Deductions: Payroll > Payroll Processing > Generate Earnings and Deductions
2. Click Define, TAB into the Location From field, delete the current data
3. TAB into the To field and define ZZZZ to include all employees.
4. Repeat step 3 for all ranges (Location, Group/BU and Employee Group)
5. Click Accept
