How does the Payroll Control Setting, FORCE ACCRUAL LIMIT calculate if set to Yes?

Resolution
In Payroll Control Settings there is an option for FORCE ACCRUAL LIMIT, if this is set to Yes, then the projected available balance in ESS is calculated as LIMIT - USED YTD + SOY from the Employee Accruals Record.
